Участие в международных проектах


COMBINE project, funded by the Interreg Baltic Sea Region Programme, aims at enhancing the share of combined transport (CT) in the Baltic Sea Region to make transport more efficient and environmentally friendly. The COMBINE project follows a comprehensive approach to strengthen all parts of the transport chain: main leg, terminal handling and last mile. It contributes to closer cooperation in the policy level, stronger support for combined transport in the Baltic Sea Region and a stronger role of combined transport in the transport system. The COMBINE project is a Flagship of the EU Strategy for the Baltic Sea Region under the Policy Area Transport.

The COMBINE project is led by Port of Hamburg Marketing (HHM) and implemented together with 14 partners from Belgium, Denmark, Finland, Germany, Latvia, Lithuania, Poland and Sweden. The project began in January 2019 and has been completed in June 2021.

The project was very successful for Latvian Logistics Association – we achieved not only initially stated targets (e.g. ), but also have managed to practically implement combined transport services in Latvia!

Eiropas Inovāciju Partnerība

Inovatīvi risinājumi lauksaimniecības un mežsaimniecības produktu pārvadājumu plānošanā un organizēšanā

Latvijas Loģistikas Asociācija ir uzsākusi projekta nr. 18-00-A01612-000022 realizāciju Eiropas Lauksaimniecības fonda lauku attīstībai Latvijas Lauku attīstības programmas 2014.-2020.gadam pasākuma „Sadarbība” 16.1.apakšpasākuma “Atbalsts Eiropas Inovāciju partnerības lauksaimniecības ražīgumam un ilgtspējai lauksaimniecības ražīguma un ilgtspējas darba grupu projekta īstenošanai” ietvaros.


The project “Food in Eco Network – internationalization and global competitiveness of European SMEs in Food and Eco Logistics Sector” (acronym: FoodNet) is co-funded by the COSME programme of the European Union in the frame of “Clusters go International” call for the project proposals under Grant Agreement No. 783395.

There are different challenges for today’s supply chains of food industry. The project aims at improving the potential of European food market clusters by making business and logistics processes more sustainable. It will be possible by the set on tools and strategy with concrete recommendations for SMEs.

Next to the intra clusters cooperation some cooperative bonds between clusters will be also initiated to enhance the competitive advantage of European SMEs on global market. Therefore the project will address current needs in the area of cooperation and improving green behavior in supply chain of food clusters and other industry clusters.

Agro-Food is key industry for societies around the world. The quality and safety of food products seems to be the crucial issue. To achieve this we need to have an effective network oriented on long-term goals and supported by good logistics system.


„Five for Cross-industry Value Chain Excellence» or «5FOREXCELLENCE» implementation, in the frame of European Union’s small and medium-sized enterprises (SMEs) competitiveness program «COSME».

The Project implementation started on 1st of January 2016 and its duration is 18 months. The Project’s overall aim is to develop sectorial Cluster management excellence, for clusters, who are involved in this Project.

The specific objectives related to the Project realization:

  • Improve the management of Clusters which involved in the Project;
  • Strenghten Clusters in order to develop more professional services at the participating SMEs;
  • Develop Clusters of inter-industry cooperation;
  • Update Cluster management excellence approach, also other sectors, which aren’t involved in this project


StarDust was designed to give answers to these questions. Besides the concrete testing of collaboration methods, policy implication should be drawn on how to foster innovation and growth in the BSR region? Lessons learned incorporate to the BSR Stars programme aiming on strengthening innovation policy capabilities on a macro-regional level.

StarDust was thus initiated with expected results in five main areas: (1) Establishing open innovation platforms for new innovation collaboration. (2) Developing and testing various user-driven innovation methods. (3) Strengthening capabilities and competencies for working with transnational innovation collaboration (on both policy and operational levels). (4) Increasing involvement, information flow and transnational collaboration and (5) Influencing financial instruments to support transnational collaboration.

The core of StarDust and the “testbed” are five transnational innovation partnerships: Active for Life, Clean Water, Comfort in Living, MarChain and Mobile Vikings. Each partnership brings together researchers, clusters, SME networks and public actors from different countries – combining different perspectives and areas of expertise ICT, maritime transport and logistics, clean technologies and wellbeing of elderly.

Over the course of the project, the five partnerships were complemented by a number of supporting activities: All partnerships have been developing individual Strategic Action Plans where they define their common vision and agenda, and create a “road map” for future operations reaching 2020 and beyond. Each partnership was trained on business models, storytelling, match-making, financial and entrepreneurial coaching to name a view. By the end the cross-sectorial consortia developed innovative solutions adressing the grande challenges the BSR faces, e.g. services for elderly or smarter maritime transport. Besides these concrete outputs, innovation capacities grew through the trained collaboration tools such as smart specialisation and user-driven innovation.

To reach these ambitious goals, public and private actors have to team up. StarDust mobilized therefore 35 partners supported by 43 associated partners from national, regional and local levels. This set of partners represents besides leading research, business and clusters organizations also all national ministries and innovation agencies in the ten Baltic Sea countries plus Norway and Iceland.

Amber Coast Logistics

20 project partners from Belarus, Denmark, Germany, Latvia, Lithuania, Poland and 25 associated partners have come together under the transnational project Amber Coast Logistics. Their uppermost goal is to support the development of multimodal logistics centres in the southern and eastern Baltic Sea region and thereby improve the accessibility of remote areas.

ACL is a collaborative project that supports the coordinated development of logistic centres and thus fosters the connection of areas with low accessibility in the southern and eastern Baltic Sea Region (BSR) to the European transport network and international trade flows.

The project’s main objective is to improve accessibility and logistic processes, both via land and sea, to strengthen economic ties between emerging countries like Belarus, Russia or Ukraine and EU member states within the BSR. As transnational supply chains become more and more segmented, the number and importance of logistic centres grows inevitably. In all countries considered, there are plans to extend the network of inland freight villages. At the same time, ports aim to integrate more and more logistics functions in their service portfolio. The resulting distribution of cargo processing locations offers the chance to better supply areas that are not directly located along the main transport corridors.

ACL wants to bring the actors of the transport sector together in order to push interaction and knowledge transfer and stimulate mutual understanding and awareness. It aims to offer transparent services to the market which are neutral in terms of competition.


LogOn Baltic improved spatial integration by transferring knowledge in ICT and logistics competence. The main objective is to produce and disseminate information for regional development agencies on how to support enterprises in the participating regions in their effort to improve ICT and logistics competence, thus improving regional development.

Objectives of the project: identifying development agencies and evaluating their performance in selected BSR regions, evaluating the level of logistics and ICT efficiency and suggesting concrete actions for regional and local public sector bodies.

The main activities in the LogOn Baltic project included: development of the project research model and methodology; gathering of information by performing logistics and ICT surveys among the companies in each region; performing Expert Interviews with representatives from business, universities and authorities in each region; studying and evaluating the development system, development organisations and chosen specific development measures in each region; reviewing and analysing the research results, and making conclusions and recommendations in each region
consolidating the regional findings to BSR level; making comparisons between regions, identification of best practices and making conclusions and recommendations; dissemination of the results both regionally and on BSR as well as overall EU-level.

Латвийский кластер логистики

Латвийский кластер логистики (на английском языке – Latvian Supply Chain Cluster, сокращенно LSCC) является отделом Латвийской ассоциации логистики, который был основан в 2009 году при финансовой поддержке Латвийского министерства экономики. LSCC, как ведущий консорциум производственных и логистических предприятий, а также образовательных, научных и исследовательских учреждений, был основан с главной целью – создание дополнительной ценности для всех партнеров цепи поставки, включая производителей, поставщиков, распространителей, клиентов и клиентов наших клиентов.

Долгосрочная стратегия LSCC на корпоративном уровне – это позиционирование LSCC как кластера, связанного с морской инфраструктурой. Главной компетенцией LSCC является разработка стратегий цепи поставки и ее внедрение в конкретные рыночные сегменты, с целью оказания поддержки и реализации бизнес-стратегии предприятий.

LSCC фокусируется на улучшении продуктивности бизнеса и процессов, используя SCOR-модель как стандартизированный инструмент по управлению цепей поставок между предприятиями различных индустрий.

LSCC открыт для новых членов, заинтересованных в региональном сотрудничестве коммерческих предприятий и научных учреждений, а также в создании национальной и международной сети с целью управления цепями логистики и доставки.

Латвийский кластер цепей поставки планирует выдвинуть предложение о создании и развитии международной кооперации кластеров в сфере управления проектами по различными цепям доставки и логистики для специфической продукции и/или индустрии.

Организации-члены LSCC заинтересованы в сотрудничестве по различным направлениям, например:

  1. Анализ и планирование потоков поставок специфических продуктов
  2. Анализ требований цепей поставок специфических продуктов
  3. Разработка стратегии цепей поставок и ее внедрение на определенный рынок или часть рынка
  4. Повышение качества человеческих ресурсов, развитие и обучение персонала
  5. Измерение эффективности процессов поставки специфических продуктов, применение хорошей практики и улучшение процессов
  6. Развитие и интеграция IT систем
  7. Анализ требований лицензирования и сертификации, и способствование их применения.

Ожидаемые преимущества для членов LSCC:

  • Новые партнеры, новые рынки сбыта, снижение оперативных расходов;
  • Возможность внедрения научных исследований в коммерческую деятельность;
  • Благодаря кооперации, LSCC выйдет на международный уровень;
  • Оптимизация продуктивности бизнеса и цепей поставок, используя  SCOR –модель как стандартный инструмент по управлению цепей поставок среди предприятий различных индустрий.
